RE: Forward DTMF to IVR
We are using Cisco Call Router 2901.How can we enable SIP DMTF (RFC2833) negotiation during call setup in this call router?

You can try to cancel WitCall as it described in 1.60 at www.dialogic.com/.../release_update.pdf
View ArticleRE: decodeMsg error endless loop
Well technically that is not my case. WaitCall cancellation not required. Once call comes in I'm retrieving proper CRN and DNIS. After that I'm able to filter "bad" calls and somehow reject them....

Are you saying you need to gc_DropCall right after GCEV_OFFERED? If so, the app MUST specify a reason for rejection, if not, by default the stack would try to send BYE, which is not allowed in this...

Oh that is great suggestion and makes perfect sense about inability to send BYE. I will try it out and update you with the results.
